The legislative process continues on the European Commission's proposed regulation for the prevention of plastic pellets losses, aimed at eliminating microplastic pollution.
The text has been approved by negotiators from the European Parliament and the Council in an "early second reading agreement". The Council must now formally adopt its position, which can then be ratified by the Parliament in second reading.
The regulation would apply to economic operators handling more than 5 tonnes of plastic pellets in the EU; all EU and non-EU transport carriers using road, rail or inland waterways; as well as maritime operators leaving or calling at a port in an EU country.
For installations handling more than 1,500 tonnes of pellets a year, compliance with the plans would need to be regularly certified for large and medium enterprises, with a one-off certification for small enterprises.
Under the agreement, maritime transport operators must ensure that pellets shipped by sea are packed in good quality packaging that is strong enough and properly closed to withstand normal transport conditions, and that they are accompanied by clear cargo information and special stowage requests.
In case of accidental or incidental losses, it is mandatory to immediately notify emergency services, take all possible measures to minimize consequences, and prevent further incidents.
At the request of the Parliament, the agreement also stipulates that pellets must be accompanied by a label, packaging or safety data sheet featuring a specific pictogram and a warning statement.
Regarding the timeline, the new regulation will enter into force two years after its adoption, and three years for maritime transport.
